"These volumes contain public and private laws of the Province and Commonwealth of Pennsylvania through 1809." Volume 1 begins in 1682. Volume 18 ends in 1809. These volumes then cover colonial laws, laws made during the Revolutionary War, and laws made after the war ended and a new nation was created.
