Minnesota Citizens' Personal Protection Act of 2003 A/k/a Conceal and Carry Legislation
This is the session law containing
the controversial Minnesota "Conceal and Carry" law.
"Enacting the Minnesota Citizens' Personal Protection Act of 2003; recognizing the inherent right of law-abiding citizens to self-protection through the lawful use of self-defense; providing a system under which responsible, competent adults can exercise their right to self-protection by authorizing them to obtain a permit to carry a pistol; providing that persons convicted of crimes of violence are prohibited from possessing, receiving, shipping, or transporting firearms for the remainder of the person's lifetime; providing criminal penalties; appropriating money," etc.

"Section 1001 of the USA PATRIOT Act (Patriot Act), Public Law 107-56, directs the Office of the Inspector General (OIG) in the U.S. Department of Justice (DOJ or Department) to undertake a series of actions related to claims of civil rights or civil liberties violations allegedly committed by DOJ employees. It also requires the OIG to provide semiannual reports to Congress on the implementation of the OIG's responsibilities under Section 1001. This report - the fourth since enactment of the legislation - summarizes the OIG's Section 1001-related activities from June 16, 2003, through December 15, 2003. "
